So, a (hopefully) rare issue that some people have been having is that, whether the game is fully installed or the “portable” method was used, a config file just WON’T form, either in the install folder or in any VirtualStore folder in AppData.
If you had any issues getting a config.ini to form, but were able to do so, what did you have to do? I’m personally using Win 10 Pro 1909, which is still mostly a fresh (re)-install, with all the DirectX and Visual Studio Distributables (x64 and x86) installed, with an installed version of the SN BIO2 installed on a separate HDD, not in C drive.

make a shortcut to the game .exe
go to properties of the short cut.
add -config to the end of the target..
I.E
you game is installed in g:\capcom\res2\
the target line would read
“G:\CAPCOM\RES2\BIO2.EXE”
you need it to read.
“G:\CAPCOM\RES2\BIO2.EXE” -config
Take note of where the ” ” are.

You only need to use this shortcut 1ce.. it will give you the config menu and after you use that it will create the ini file.

took me a while to figure this out, and i saw this question as i was looking for info on the matter. Figure id post this and help others out in the future.
