High CPU Usage

I get 25% CPU usage on my quad core laptop w\ ATI FirePro M5800. Add to that it overheats the CPU & forces the fan at full spin speed.

I had more CPU usage on my PII 266 MMX but it never overheated. Guess my Voodoo 3 had saved my PC.  ;D

You can probably turn that off via bios settings, since the overheat is barely hamful in the way these old games stagger the cpu.
Make retro PC ports great again.

What to turn off via bios? The fan speed or some kinda Win7 message cycling?
The overheat is worse than playing CoD6 on high texture settings & Spec maps, nothing warrants CPU usage this high.
The reason I'm worried is my thermo paste is baked & I don't wanna strain the CPU more than it has to.
